How should state government use its surplus revenue?

Connecticut is sitting on a budget surplus, and state officials are debating the best way to return money to taxpayers. Gov. Ned Lamont has proposed one-time rebates of up to $400 for joint filers, while Republicans are pushing for permanent cuts to taxes on tips and overtime pay.

Commissioner of the state Department of Revenue Services Mark Boughton warned that while the state’s rainy day fund is full and pension debt is being paid down, Connecticut still has a long way to go and must resist the temptation to cut too aggressively before harder economic times arrive.
