Woodstock man who owns construction company pleads guilty to tax fraud

A Woodstock man who owns a Webster, Mass.-based construction business, waived his right to be indicted and pleaded guilty Tuesday to a federal tax fraud charge in New Haven.

Mariusz Kalinowski, 47, who owns Kalinowski General Construction Inc., did not report $927,828 in income from his business on his federal tax returns for 2010 through 2013. As a result, the federal government said he failed to pay $174,746 in taxes.

Kalinowski General Construction provides residential and commercial construction services in Connecticut and Massachusetts, and developed part of International Drive in Windsor.

Kalinowski pleaded guilty to one count of filing a false tax return and is scheduled to be sentenced by U.S. District Judge Vanessa L. Bryant on Feb. 22 in Hartford.

The charge carries a maximum of three years in prison. Prosecutors agreed to reduce the offense level under federal sentencing guidelines based on Kalinopwski’s prompt recognition and affirmative acceptance of personal responsibility, according to the plea agreement.

Each year, Kalinowski would provide his tax preparer with a handwritten list of his business income and expense totals, according to court documents. Kalinowski did not provide his business’s books to the tax preparer and did not use any accounting software, even though the tax preparer encouraged him to use QuickBooks, federal authorities say.

Kalinowski has agreed to pay the IRS $174,746, plus penalties and interest that have accrued on his unpaid taxes.
