The town of Windsor Locks has completed its $2 million purchase of a conservation easement on 198 undeveloped acres from Connecticut Water Service Inc. for open space.
The Clinton water utility once drew water from beneath land spanning several parcels on South Center Street. The transaction will protect the largest parcel of undeveloped land in Windsor Locks from future development.
The deal was first disclosed last May, but awaited formal approval from the state Department of Public Utility Control.
Connecticut Water estimates the sale will add $1 million to net income in 2009.
