Waste, recycling overhaul approved

The state House of Representatives voted unanimously Tuesday to approve a law that will overhaul the struggling Connecticut Resources Recovery Authority.

The law, which has already passed the Senate and is supported by Gov. Dannel P. Malloy, would rename the CRRA as the Materials Innovation and Recycling Authority, which would focus more on recycling and recovering valuable commodities from the waste stream, which officials say could amount to $10 million a year.

A report issued in Nov. 2013 said the CRRA would run a $10 million deficit by next year if it did not reinvent its business model.

Meanwhile, the bill calls for a study of how the state can best repurpose the CRRA’s Hartford waste-to-energy plant, which creates energy by burning trash.

More than 2 million tons of trash generated by Connecticut municipalities each year is burned, according to the state.
