W. Hartford Fellowship Housing opens first phase of $100M redevelopment project

State and local government officials were on hand Thursday as West Hartford Fellowship Housing (WHFH) celebrated the grand opening of phase one of its $100 million project to rebuild and expand an affordable housing community in town.

The opening of phase one, attended by about 200 people, marked a milestone in the fellowship’s mission to provide affordable, quality housing for seniors and individuals with disabilities, the organization said. 

The fellowship’s housing community has 213 units of affordable housing in 24 buildings on approximately 8 acres of town-owned property at 10-50 Starkel Road. 

The approximately $100 million redevelopment is replacing 23 buildings with six new ones over four phases, creating 300 modern apartment units. The new apartments will be larger than the old units and offer modern appliances. Multistory buildings will have elevators.

Phase one completed two, three-story buildings with a total of 65 units, including nine studio apartments, 50 one-bedroom and six, two-bedroom units, all of which are 40% larger than what residents currently live in, a WHFH spokesperson said.

Phase two of the project is projected to be completed by the winter of 2026. WHFH just recently was awarded funding for phase three, which it anticipates to complete in 2028, with phase four to be completed sometime in 2030.
