Veteran builder proposes 41 ‘starter’ homes in Windsor Locks, aims for $460K starting price

An East Granby homebuilder is proposing a 41-house development in Windsor Locks with prices beginning around $460,000, an attempt to deliver what builders increasingly describe as the missing product in Connecticut’s housing market – the starter home.

Lawrence Pelletier, a builder with 48 years of experience, is seeking approval for a 41-home subdivision on a 15.9-acre property at 177 Old County Road.

Pelletier said he aims to provide an attainable homeownership option for young families that otherwise would have to turn to rental housing.

“That’s what we are all trying to do because there are no starter homes out there anymore,” Pelletier said.

The proposal is scheduled to go before the town’s Inland Wetlands Commission on Wednesday. If approved, he plans to submit a follow-up application to the Planning Board.

The development would feature 41 two-story, Colonial-style homes clustered around a private road ending in a cul-de-sac. The road and common areas would be maintained by a homeowners’ association.

Each home would include three bedrooms, two-and-a-half bathrooms and a full basement, with sizes ranging from 1,360 to 1,530 square feet. The homes would be served by natural gas, public water and public sewer.
Pelletier said he hopes to begin installing roads and utilities this fall and start home construction next spring.

The wooded property includes a stream-fed farm pond that Pelletier hopes to expand to roughly 1 acre and incorporate as a neighborhood amenity.
