Travelers survey: Economic uncertainty, medical costs top business concerns; cyber risks remain high

Broad economic uncertainty and rising medical costs tied for the top concerns among U.S. businesses this year, according to the 2025 Travelers Risk Index released Tuesday.

Fifty-eight percent of survey respondents said they worry “some” or “a great deal” about both issues. Cyber risks ranked third overall, with 56% expressing concern, followed by the impact of the global economy on companies (53%) and supply chain disruptions (51%).

The survey also found that concern about cyber threats has eased somewhat, even as more companies report being targeted. Twenty-five percent of respondents said their business suffered a cyber event in the past year, up from 24% in 2024.

But the share of business leaders who consider a cyberattack inevitable declined to 62% among large firms, down from 70% a year earlier.

Overall, 40% of participants said they believe the business environment is becoming more risky, compared with 51% in 2024.

The annual survey of more than 1,200 business decision-makers also revealed that more than 20% of companies have not adopted basic cyber protections such as firewalls, password changes or software updates.

The index, conducted online by Hart Research between June 23 and July 6, was commissioned by property and casualty insurer Travelers, which has major operations in Hartford.
