Torrington Savings Bank names CFO, creates chief risk officer role

Torrington Savings Bank has hired a new chief financial officer and created a chief risk officer position, filling it with a former federal bank examiner.

Devin Obedzinski joined the bank as senior vice president, chief financial officer and treasurer. He succeeds Jennifer Marchand, who is completing her transition to chief operating officer, said Jennifer Silva, the bank’s vice president and director of marketing and community relations.

Chris Pugliano joined as senior vice president and chief risk officer, a new post that Silva said expands the bank’s executive leadership team and reflects its investment in risk management, governance and long-term growth.

Obedzinski will oversee the bank’s finance and treasury operations, including budgeting, liquidity management and financial reporting.

He previously served as vice president of finance and facilities at Nutmeg State Financial Credit Union, where he oversaw finance, treasury and facilities operations. He also held finance leadership roles at Farm Credit East and United Bank.

Obedzinski holds a bachelor’s degree in business administration from the University of Connecticut and is a certified treasury professional.

Pugliano will lead the bank’s enterprise risk management program. He has more than a decade of regulatory and banking experience, most recently as a case manager with the Federal Deposit Insurance Corp.

At the FDIC, he oversaw financial institutions ranging from community banks to large regional lenders, evaluating their governance, capital, asset quality, liquidity and compliance programs.

Pugliano holds an MBA from Bryant University and a bachelor’s degree in economics and mathematics from St. Lawrence University.

“Their deep experience in financial management, strategic planning, risk oversight, and bank regulatory supervision will strengthen our leadership team,” said Lesa Vanotti, the bank’s president and CEO.

Torrington Savings Bank has operated for more than 150 years.
