Three-building, 204-unit apartment complex proposed for Fairfield’s Black Rock Turnpike

A Bridgeport developer plans to erect a 204-unit apartment complex on a 15-acre vacant parcel on Fairfield’s Black Rock Turnpike, according to an application filed with the town on Friday.

Primrose Development LLC, controlled by Bridgeport-based Primrose Companies, proposes constructing three, four-story buildings containing a total of 252,624 square feet of living space at 4221 Black Rock Turnpike.

Each floor of each building would house 17 apartments, architectural plans drafted by Primrose-owned architectural firm Guedes Associates show.

The Heritage Hill complex, which would have 84 one-bedroom units and 120 two-bedroom units, would set aside 62 apartments as affordable housing, per the state’s 8-30g affordable housing statute.

One Way Associates, which has owned the parcel since 2017, has contracted to sell the property to Primrose Development LLC with the contingency that Primrose obtain a zone change that would create the Black Rock Affordable District.

“If the zone change and text amendment are approved, the applicant will file a final site plan in order to obtain a certificate of zoning compliance and building permit,” the application stated.
