State awards $28.2M for cleanup of 16 blighted properties across CT

The state has awarded $28.2 million in grants to support the assessment and remediation of 16 blighted properties across Connecticut, clearing the way for redevelopment projects that could add housing, commercial space and jobs, officials said.

The funding, administered through the Department of Economic and Community Development’s Brownfield Remediation and Development Program, targets more than 200 acres in 13 municipalities.

State officials estimate the grants could help leverage more than $354 million in private investment and lead to the creation of about 835 housing units, including 157 designated as affordable.

The projects include:

  • Ashford and Willington: $200,000 for environmental assessment and planning at the 338-acre, multi-parcel Cadlerock property straddling both towns.
  • Bridgeport: $3 million to the Bridgeport Economic Development Corp. for soil remediation at the former CarTech steel mill site on Seaview Avenue, preparing the property for marine-related redevelopment.
  • Chaplin: $50,000 for assessment of the former Chaplin Post Office site on Chaplin Street to support potential commercial reuse.
  • Enfield: $4 million for hazardous-materials abatement and demolition at the 73-acre former Enfield Square Mall, where a $250 million mixed-use redevelopment with about 452 housing units has been proposed.
  • Greenwich: Two separate $4 million grants for demolition, remediation and site assessment at 275 and 290 Mason St., supporting transit-oriented housing developments near the Greenwich train station totaling 75 units.
  • Hartford: $1 million for remediation at 1163 Albany Ave. and 422 Woodland St., clearing the site for a public and commercial building, and $200,000 for area-wide brownfield planning in the Clay Arsenal neighborhood.
  • Killingly: $150,000 for assessment of the former Killingly High School site on Broad Street for potential housing or community uses.
  • Newtown: $200,000 for assessment work at the former Charles Batchelder Co. aluminum smelting site on Swamp Road, supporting plans for solar or industrial redevelopment.
  • Shelton: $4 million for cleanup of a former manufacturing site on Canal Street, enabling construction of about 100 housing units.
  • Torrington: Three grants totaling $1.2 million for cleanup and planning at former industrial properties on Field Street and Norwood Street, as well as downtown brownfield planning along Main Street.
  • Watertown: $200,000 for assessment of land surrounding Pin Shop Pond and the former Oakville Pin Company site on Main Street.
  • West Hartford: $6 million for environmental cleanup at the 33.9-acre former UConn campus on Asylum Avenue, planned for townhomes, apartments, assisted-living units and commercial space.

State officials said the funding is intended to return long-vacant or contaminated properties to productive use, particularly in communities where redevelopment has been constrained by environmental conditions.
