Charter Oak Communities, Stamford’s housing authority, will soon begin the second phase of a roughly $60 million renovation to Stamford Manor, a 215-unit senior housing development.
The second phase, which follows structural restoration conducted last year, will include replacing mechanical, electrical and plumbing systems, the security office and the community room and kitchen. It will also entail installing new concrete sidewalks, a parking lot and windows and upgrading the apartments, HVAC systems, laundry room and exterior facade.
Charter Oak plans to contribute $5 million toward the renovation. Stamford Mayor Caroline Simmons has proposed $3 million for affordable housing in the city’s fiscal 2026-27 capital budget, including $2 million for Stamford Manor. Additional financing is expected to come from low-income housing tax credits through the Connecticut Housing Finance Authority and other sources.
“This is also a part of our administration's goal of increasing affordable housing so that everyone can afford to live in our city,” Simmons said during a press conference Monday at the facility that was attended by other city officials. “It’s not just about new buildings and new units going up. It's also about upgrading our existing housing stock.”
Charter Oaks owns 21 affordable-housing properties in Stamford, according to its website.
