Senate Dems want insurers to encrypt consumer data

Connecticut’s Senate leadership announced legislation Wednesday that would require insurance companies operating here to encrypt all customer personal information stored and transmitted.

The proposal comes a week after health insurer Anthem disclosed that its systems had been breached — a hack that could have affected 1.1 million people in Connecticut, the legislators said.

The bill was announced by Senate Majority Leader Bob Duff and Senate President Martin M. Looney, as well as Sen. Joseph J. Crisco, who co-chairs the Real Estate and Insurance Committee, and Sen. Joan V. Hartley, who is Senate chair of the Commerce Committee. All are Democrats.

In a statement, Duff called the proposal “necessary, commonsense legislation.”

“If we cannot prevent hackers from getting in, we can at least thwart their efforts by limiting what information they get and rendering it useless,” Duff said.
