Segarra launches City Hall shake up

Hartford Mayor Pedro Segarra announced Tuesday a streamlining of his office, including turning some operations back to their original city agencies and eliminating one manager post.

Among the changes Segarra outlined in a 45-minute presentation to city department heads:

— The Office of Capital Assets will be merged with the Department of Public Works. 

— The Office of Human Relations will be merged into Corporation Counsel, eliminating the position of human relations director.

— Workforce and Minority and Women Business Enterprises certification moves to procurement, to be overseen by the City Chief Operating Officer Dave Panagore.

–The Office of Management and Budget will oversee 311.

“Changes need to be made for the betterment of the organization,” Segarra said in a statement released late Tuesday. “By clearly stating goals and objectives and the means of achieving these results, Hartford will be able to be proactive and progress towards common goals.”

Segarra said those and other steps his office will take are aimed holding city departments and agencies accountable for meeting the health, safety and welfare of Hartford taxpayers and city neighborhoods.
