Segarra brings back Kee Borges

Former Hartford city manager Saundra Kee Borges is back at Hartford City Hall after an eight-year absence, this time as corporation counsel to Mayor Pedro Segarra.

Segarra also named Dr. Jose F. Colon-Rivas as acting chief of staff.

“These two individuals exemplify the managerial experience, leadership, and field expertise that are essential as we work together to create a cabinet of multifaceted professionals with the skills necessary to make government leaner, more efficient, more accountable, and more responsive to the residents of Hartford,” Segarra said in a statement.

Kee Borges was city manager from 1993 to 2002, and was deputy corporation counsel from 1983 to 1993. She retired from her city post to practice law and has served as an adjunct professor at Trinity College, her alma mater, since 2003.

Kee Borges succeeds John Rose who was corporation counsel under former Mayor Eddie Perez.

Perez resigned following his conviction for lying to investigators about free home improvements from a local developer.
