San Juan Center Inc., a Hartford-based nonprofit that provides social services and housing support to the region’s Latino community, is proposing a 19-unit apartment building on a consolidated parcel at the corner of Albany Avenue and High Street, according to city planning documents.
The project, described in planning documents as “Pocito Dulce,” would combine four properties — 275 High St. and 1391, 1409 and 1411 Main St. — into a single lot for redevelopment. Plans call for a four-story, roughly 21,700-square-foot residential building.
The site is located within Hartford’s Arrowhead Gateway redevelopment area, which the city has identified for new housing and investment.
An existing structure at 275 High St. would be demolished. That demolition was previously approved by the city’s Historic Preservation Commission.
The site currently includes a mix of vacant land and an older building. Plans also include new utilities, sidewalks, landscaping and eight parking spaces.
The application is under review and currently listed as requiring additional information. A separate site plan application has also been submitted to the city. The project is scheduled to be discussed at the Historic Properties/Preservation Commissions’ April 15 meeting.
Project documents indicate construction could begin this summer, with completion targeted for spring 2027.
