Rocky Hill, Bristol dentist penalized $148K to settle improper billing allegations

A dental surgeon practicing in Rocky Hill and Bristol has agreed to pay more than $148,600 to resolve allegations that he fraudulently billed Medicaid for certain services without a valid permit.

Dr. Ean James, an oral and maxillofacial surgeon of Hartford County Oral Surgery, on Friday entered into a civil settlement with the federal and state governments to settle improper billing allegations for conduct occurring between Aug. 2018 and June 2019, according to the Connecticut U.S. Attorney’s Office.

According to investigators, James’ conscious sedation permit expired in April 2018, and he failed to renew his permit within a 90-day grace period. James, however, continued to provide anesthesia and sedation services to Medicaid patients undergoing oral surgical procedures, and billed Medicaid for those services until June 2019. 

Investigators allege the claims were issued improperly as James did not obtain an active permit to perform conscious sedation from the Connecticut Department of Public Health. The permit must be renewed annually, officials say.

To resolve the issue, James agreed to pay about $148,632 to the federal and state governments.

The case was investigated by the Office of the Inspector General for the Department of Health and Human Services, and the Connecticut Office of the Attorney General. 

Hartford County Oral Surgery operates locations at 259 Farmington Ave. in Bristol, and 2257 Silas Deane Highway in Rocky Hill.Â
