Revolution Wind developer files legal challenge to Trump administration’s halt order

Danish energy company Ørsted has filed a legal challenge to the Trump administration’s suspension of the Revolution Wind offshore wind project, marking the latest escalation in a dispute that could determine the fate of Connecticut’s first major offshore wind development.

The $5 billion project, a joint venture between Ørsted and Global Infrastructure Partners’ Skyborn Renewables, filed a supplemental complaint in U.S. District Court for the District of Columbia seeking an injunction against the halt order, The Wall Street Journal reported Friday morning.

The 704-megawatt project being staged at State Pier in New London is approximately 85% complete and aims to supply power to about 350,000 Connecticut and Rhode Island homes.

The federal Bureau of Ocean Energy Management paused the project’s lease in December, citing national security risks. The suspension also affects four other East Coast offshore wind projects.

The WSJ reported that Ørsted said it believes the suspension violates federal law and will continue working with the administration toward a resolution. The company noted that Revolution Wind secured all required federal and state permits in 2023 and is expected to create more than 2,000 direct jobs.

This marks the second time the Trump administration has halted the project. Federal officials imposed a similar suspension in August, leaving construction crews waiting offshore before a federal judge ruled in September they could resume work. Connecticut and Rhode Island sued over that earlier action.

Connecticut Attorney General William Tong said the latest halt order may violate the previous court injunction that allowed construction to proceed. Gov. Ned Lamont joined governors from Massachusetts, New York and Rhode Island in a joint statement criticizing the decision.

Revolution Wind is expected to begin supplying electricity to the New England grid in 2026.
