At a ceremonial bill signing at the state Capitol this morning, Gov. M. Jodi Rell put her signature of approval on the clean contracting standards bill. “I said we would chart a new course to restore faith, integrity and honor to our government,” said Rell, referencing the day she took the oath of office in 2004. “…I said we would return pride to our state. Today, that pride has returned.” The bill requires state agencies to perform a cost-benefit analysis before contracting out state services to private consultants and creates a state contracting board to review contracts.
