A social equity license holder who is seeking approval to operate a cannabis dispensary in Bloomfield will have another month to submit information to the Town Plan and Zoning Commission.
Mark Christie, a Bloomfield native and founder of FRC Holdings, presented his plan during a public hearing Thursday night. FRC stands for Four Rivers Cann.
FRC plans to convert a former beauty salon at 12 Seneca Road into an adult-use dispensary. The 2,416-square-foot space is sandwiched between Seneca Road and railroad tracks, near the intersection with Route 178.
FRC has an agreement to operate the dispensary with Killingworth-based Oxford Group LLC, which would acquire the property from the current owner, MCLAD LLC.Â
Oxford Group applied for a special permit on behalf of FRC.
The dispensary would be Bloomfield’s as well as FRC’s first.
FRC is also looking to establish a cultivation facility and a lab facility in other towns, and to acquire a dispensary in Cromwell. The company has $12 million in debt financing, Christie said.
The proposed dispensary projects sales of about $3.5 million per year, which would result in over $100,000 a year in tax revenue to Bloomfield.
It would be open six days a week, from 9 a.m. to 6 p.m., Monday through Saturday.
The dispensary would employ about 15 people, with eight to 10 people working per shift.
Several speakers raised questions about the proximity to schools. Dispensary representatives said, per state regulations, no one under the age of 21 would be allowed inside and that customers’ identification cards would be scanned.
Commissioners opted to keep the public hearing open pending final comments from staff. Also, Christie said he will provide more information next month about how he plans to invest in the community.
The hearing will continue during the commission’s next meeting on Feb. 22.Â
