National restaurant chain, credit union planned for neighboring Middletown sites

A property owner is seeking approval to construct two neighboring commercial buildings along Washington Street in Middletown, one for a national quick-service restaurant and the other for Dutch Point Credit Union.

The restaurant would occupy a new 5,020-square-foot building at 797 Washington St., with two drive-thru lanes and parking for 67 vehicles, including electric-vehicle charging spaces.

The application describes the prospective tenant as a national brand that would operate one of 17 Connecticut locations but does not identify the company. An online blog site has reported that the tenant is Chick-fil-A, but that has not been confirmed in official project documents or by the city.

The restaurant project would require demolishing an abandoned 1,932-square-foot house and a 2,245-square-foot barn. The house, known as the Partridge-Southmayd House or Southmayd Homestead, dates to 1739, according to planning documents.

Dutch Point Credit Union plans to relocate and expand its existing Middletown operation into a new 2,500-square-foot branch at neighboring 809 Washington St. The building would have two drive-thru lanes, a bypass lane and parking for 20 vehicles. An existing 1,451-square-foot house would be demolished.

State banking regulators approved the Wethersfield-based credit union’s application for the branch in July. Dutch Point expects to open it in the second quarter of 2028 and close its existing branch at 213 Court St. during the same period, according to planning documents.

Attorney Richard D. Carella of Updike, Kelly & Spellacy filed the applications on behalf of property owner 797-809 Washington Street LLC, which is controlled by Evan C. O’Brien, who lists a Wethersfield business address.

Middletown’s Design Review and Preservation Board is scheduled to review the proposals Sept. 9. Both projects also require special-exception approval from the Planning and Zoning Commission, which has scheduled public hearings for the same date.
