Rockville Bank in Rockville appointed Richard J. Trachimowicz senior vice president of human resources and administrative services. Previously, Trachimowicz worked for Northeast Savings Bank in Hartford.

UHY Advisors hired Katie Marinan Marino as business development manager in the Hartford office. Previously, Marino was the director of continuing legal education for the Hartford County Bar Association.

Timcia Hall was promoted to vice president of TD Banknorth in Hartford. Hall has a decade of banking experience.

Bloomfield-based Fidelco Guide Dog Foundation Inc. hired Lindsay R. Picard as a trainer apprentice. The new position enters her into a three-year program to become a Fidelco trainer instructor. Previously, she was a veterinary technician.

Connecticut Innovations in Rocky Hill appointed Anil Vasagiri investment associate. Previously, he was a senior consultant in the international business strategy group at IBM Corp.

The Farmington Chamber of Commerce named Carol Presutti president. Presutti is the owner of Q Real Estate in Avon and Farmington.

Carol Stiles was promoted to deputy chief at the Hartford Fire Department. She is the first female in this position in the department’s history.

William C. Bruce joined the law firm of Bond, Schoeneck & King in Hartford. He will be a member of the firm’s labor and employment law department. Previously, Bruce was vice president of labor and employee relations for United Technologies Corp.

Mark Biron joined Connecticut Light and Power Co. in Berlin as director of its Eastern region and Bruce Bernier joined as director of the Southern region. Previously, Biron was director of construction for CL&P and Yankee Gas. Bernier was manager of operations planning and performance analysis for CL&P and Yankee Gas.

Michael A. O’Brien was appointed president and CEO of Duncaster Life Care Retirement Community in Bloomfield. Previously, O’Brien was president and CEO of the Connecticut Alliance for Long Term Care.
