Dr. Hema N. deSilva of Avon has been elected president of the medical and dental staff of Saint Francis Hospital and Medical Center. Dr. deSilva is the chairman/director of the hospital’s Department of Pediatrics and has been associated with Saint Francis since 1977, when he was named director of neonatology. A diplomate of the American Board of Pediatrics and its subspecialty board of Neonatal-Perinatal Medicine, Dr. deSilva is a fellow of the American Academy of Pediatrics. He is also a member of the Sri Lanka Medical Association and the New England Perinatal Society.

Renee Reed has joined Halloran & Sage LLP as counsel. Reed’s practice is concentrated in the areas of employment defense, workers’ compensation, medical malpractice defense, insurance defense and plaintiff’s personal injury claims. Reed received a juris doctorate degree from Case Western Reserve University School of Law.

Capital Workforce Partners welcomed seven new professionals, all assuming newly developed positions. Elizabeth Begley is Capital Workforce Partners’ allied health project director. She comes to the organization after several years as the director of nursing at Southington Care and Plainville Health Care Centers. Capital Workforce Partners has also hired Kamalah Hill as their fiscal support monitor. She most recently worked for Junior Achievement as a project manager. Nick Francis has been hired as a part-time marketing communications specialist. Francis was a marketing assistant at Lifespan, a nonprofit health care system in Rhode Island. Capital Workforce Partners has also hired a mortgage crisis program team. Rose Sbalcio has 30 years of experience as a mortgage specialist and underwriter, most recently at Fiserv Lending Solutions. Stephen Good had last held the position of director of human resources at Generations Family Health Center, Inc. Another consultant, Tim O’Neil, has more than 10 years of mortgage experience. His latest role included the responsibilities as a credit and collections manager with Connecticut Spring and Stamping. The fourth addition to the mortgage crisis team is Nicole Heath, who has spent the last 10 years as an attorney in private practice.

The March of Dimes Connecticut Chapter has announced two appointments to its staff. Carrie Fuller joins as state director having served as division director/director special events for the March of Dimes Massachusetts chapter. Kathy Russell joins as director of March for Babies, having previously served as national director of March for Babies in White Plains, N.Y. and regional director of fundraising in Massachusetts.

Mahoney Sabol & Company LLP has hired two managers. Scott Vertucci has joined the firm as a senior tax manager based in the Middletown office and Cynthia O’Sullivan has been retained as a manager based in the Essex office. Vertucci spent nine years as the president of Sterling Tax & Business Consultants based in Middletown. He recently concluded an engagement as a senior U.S. tax manager for Ernst & Young in Canada. For the past two years, O’Sullivan has been a finance consultant to the home care industry focusing on merger and acquisition due diligence.

Timothy L. Geraghty announces the formation of the Law Offices of Timothy L. Geraghty LLC, a Hartford law firm providing legal services to the real estate and mortgage industries in Connecticut and Massachusetts. Geraghty is also vice president of Business Networking Intl’s (BNI) Greater Hartford chapter.

Keiler & Co., an independent advertising and marketing communications agency, recently promoted three employees. Michele Hyjek has been elevated from digital production manager and designer to director of design services. A 10-year veteran of the agency, she joined Keiler in 1998 as assistant art director and quickly moved to designer. Laura McDonald has moved to the position of account manager, responsible for day-to-day management of several of Keiler’s high-profile clients, including Deloitte, ISO, Simplex Grinnell and the Connecticut Surgical Group. She previously served as junior account manager. In her new role as senior account manager, Amy Carabase will focus on overseeing strategic project development for two of Lockheed Martin’s four operating divisions. Carabase previously served as account manager at Keiler.

Expert System of West Hartford-based provider of semantic software that searches, discovers, classifies and interprets unstructured text information has appointed Walter Kostiuk as vice president of business development, Internet and mobile. Kostiuk will focus on developing and expanding Expert System’s 100 percent semantic-based mobile and Web solutions for the North American enterprise community. Most recently, Kostiuk was the vice president of global business development with AskMeNow.com, a mobile lifestyle information network.
