MidState Medical Center announces Nancy Jubinville, RN, BSN, MS, ACM, as the new director of care management. Jubinville will coordinate patient care services, manage discharge planning, and implement utilization management using guidelines for best practice. She has been involved in care management since 1990.

Attorney Kathleen L. Brandt received the 2009 Ladder Award from the Connecticut Bar Association (CBA) Young Lawyers Section’s (YLS) Women in the Law Committee. The award honors the efforts of women in the profession who have recognized the importance of mentoring and supporting junior lawyers. Brandt was chosen because of her work with the Women’s Law Caucus of the Connecticut Trial Lawyers Association, an organization she organized and founded and whose activities have centered on providing professional and personal resources to the women litigators who are members of CTLA.

The Connecticut Society of Certified Public Accountants has elected its board of directors for the 2009-2010 activity year. Local representatives elected include: Treasurer Thomas Wood, CPA of Avon, who is the chief financial officer for the American School for the Deaf in West Hartford; member-at-large Michael T. Novosel, CPA of Cromwell, who is a retired member of Kostin, Ruffkess & Company LLC in Farmington; and, member-at-large — Stephen A. Pedneault, CPA, CFE, CFF of Manchester, who is the owner of Forensic Accounting Services LLC in Glastonbury.

Gov. M. Jodi Rell has reappointed Delores Graham of Avon as a member of the Connecticut Higher Education Supplemental Loan Authority. CHESLA serves as an alternative source of loan funds for students who do not qualify for need-based loans, who need to borrow more than the maximum amounts provided by other loan programs, or who seek the type of loan options and high quality service provided by alternative state loan programs. Now retired, Graham worked for the State of Connecticut as director of the Department of Higher Education’s Office of Educational Opportunity.

Andrew P. MacKenzie, M.D., of Woodstock, has joined the medical and dental staff of Saint Francis Hospital and Medical Center. He is the author or co-author of six chapters in an online medical resource and 13 articles and 18 abstracts in professional journals. Dr. MacKenzie most recently served as Director of Ultrasound at Madonna Perinatal Services, Mineola, N.Y., and Co-Director of Maternal-Fetal Medicine at Mercy Medical Center, Rockville Center, N.Y. 

Hussam Saada recently joined Rockville Bank as branch manager of the Enfield branch at 660 Enfield St., according to William J. McGurk, president and chief executive officer. Saada primarily is responsible for business development and community relations in Enfield. He also concentrates on the development of commercial, consumer accounts and residential lending, and is responsible for providing customers with the best bank product for individual financial solutions and offering superior customer service. Saada brings more than six years of diversified retail and relationship-banking experience to his new job. He comes to Rockville Bank from Wachovia Bank in Naples, Fla., where he was a financial center manager for three years.

Christine Tocionis, language arts teacher at the R.J. Kinsella Magnet School of Performing Arts in Hartford, has been named one of 25 educators nationwide to receive the 2009 MetLife Foundation Ambassadors in Education award for building community partnerships. Tocionis is being recognized for encouraging her students to take an active role in community improvement efforts with a strong emphasis on environmental sustainability. Each award winner earns a crystal apple and a $5,000 grant for his or her school presented by representatives of MetLife and the civic league.
