The Hartford Financial Services Group Inc. has named Don MacQuattie as vice president and director of retirement plans for healthcare, education and tax-exempt organizations. In that role, MacQuattie is responsible for setting strategy, driving internal and external sales, and retaining retirement programs. He reports to Sharon Ritchey, executive vice president and director of the Retirement Plans Group. MacQuattie has been with The Hartford since 2004, most recently was vice president and director of strategic relationships for RPG, responsible for managing relationships between key retirement plan partners. Prior to joining The Hartford, MacQuattie spent 12 years at Merrill Lynch. He also worked at Dominion Bank and was a staff assistant to U.S. Sen. James Jeffords of Vermont in Washington, D.C.

Michael Carter, managing director of Southport boutique investment banking firm Carter Morse & Mathias, has been appointed to the board of directors of WorldBusiness Capital Inc., an international finance company headquartered in Hartford. Carter brings over 30 years of experience in financial services and investment banking to the director position. WorldBusiness Capital makes long-term loans that finance investments by U.S. small and mid-size businesses in Latin America, Eastern Europe, Asia, Africa, and the Middle East. WBC’s loans are supported by Overseas Private Investment Corp., an agency of the U.S. government. Carter Morse & Mathias raised the initial institutional capital for the launch of WBC in 2003, as well as its recent recapitalization.

Michael A. Rooke of Windsor, and David C. England of Canton, have been appointed deans at Tunxis Community College in Farmington. Rooke was appointed dean of academic affairs, and serves as chief academic officer for the college. He oversees academic policy initiatives, program and curriculum development, library services, counseling and academic advising, media and instructional technology, and faculty and student matters. Rooke was previously academic division director for Manchester Community College’s Center for Business & Technologies before joining Tunxis in 2009 as acting dean of academic affairs. He has 14 years of higher education experience, including seven years teaching chemistry as a full-time faculty member. He holds a Ph.D. from Kansas State University. England, who was named dean of institutional effectiveness and outreach, is responsible for strategic planning, external relations, institutional effectiveness (accountability), institutional research, marketing and public relations, continuing education, business and industry services, and serves as liaison officer to the New England Association of Schools and Colleges. He joined Tunxis in 2005 as director of institutional research and most recently accepted a position as acting dean of institutional effectiveness and outreach. England has over 30 years experience in various roles at community colleges across the country. He holds an Ed.D. from Texas A&M University. Rooke and England replace deans who retired in 2009.

Sarah Maskill has been promoted to assistant vice president/financial advisor at Rockville Bank. In that role, she develops customized financial solutions for clients. She joined Rockville Bank in June 2002 and brings more than 10 years of experience in financial planning and advisory services to her clientele. She is a certified financial planner.

Jonathan P. Ciottone has joined the Hartford office of Goldberg Segalla LLP as special counsel. He concentrates his practice in the areas of products liability, construction law, premises liability and toxic tort. Ciottone has over 10 years experience as a trial lawyer with considerable experience in both jury trials and alternative dispute resolution. He is a frequent guest lecturer at his alma mater, the Quinnipiac University School of Law, and is a contributing editor of the medical text book “Disaster Medicine.” In addition to its Hartford office, Goldberg Segalla LLP has offices in Princeton, Philadelphia and seven cities in New York State.

The accounting firm of CCR LLP has announced several employee promotions within its Glastonbury office. In the Assurance and Tax departments, Amanda Backhaus, Scott Conn and Krysten Hurwitz were promoted to senior status; Nick Riccardo and Sarah Timpe were promoted to staff positions. In the Tax Department, Mark Rousseau was promoted to principal. The independent CPA and business advisory firm also has offices in Boston and Westborough, Mass.; and Providence and Orlando.

Marilyn B. Ferguson has been named Small Business Relationship Manager II in TD Bank’s North Branford office. She will continue to oversee small business lending and business development at 17 TD Bank stores serving the New Haven region of Connecticut. Ferguson joined TD Bank in 2004 and has 35 years of banking experience.

David Davies has been appointed president, commercial division of Connolly Inc. The firm is the largest private recovery audit firm in the world and has offices in Wilton. Davies, who joined the firm Oct. 4, will report to CEO Larry Connolly and be based at company headquarters in Atlanta. Prior to joining Connolly, Davies worked for Infosys Consulting, for Inforte Corp. and for Accenture in strategic and global management roles.
