More than half of the state residents who signed up for health plans with the state’s insurance exchange, Access Health CT, were uninsured at the time of enrollment, officials said Wednesday.
Approximately 138,834 of the total 256,666 enrollees, or 53 percent, were uninsured when they signed up.
The state’s uninsured rate has also dropped since 2012, from 7.9 percent to 4 percent.
The exchange’s second open enrollment period begins Nov. 15.
