Metro Realty seeks zone change for 62-unit apartment development in Farmington

Metro Realty Management Corp. has applied for a zone change to build a 62-unit multifamily apartment complex on Scott Swamp Road, seeking the creation of a new zoning district for the property.

The commission is scheduled to accept the application at its Dec. 8 meeting and set a public hearing for Jan. 26, 2026, according to the meeting agenda.

The proposal involves three approvals: amending the zoning regulations to create a new “Scott Swamp Road Opportunity Zone,” rezoning the property at 20 Scott Swamp Road from business restricted to the new zone, and site-plan approval for the development.

The property contains an existing building that previously housed a 105-bed nursing home, Touchpoints at Farmington, which closed in 2023. The building, which remains vacant, would be demolished as part of the redevelopment.

Metro Realty is under contract to purchase the 5.5-acre site, which sits between Route 6 and Main Street.

Metro Realty is pursuing the project under Connecticut’s 8-30g affordable housing statute and plans to seek financing from the Connecticut Housing Finance Authority or through federal low-income housing tax credits. The development would qualify as “assisted housing” under the statute.

The project would consist of five buildings containing 25 one-bedroom, 35 two-bedroom and two three-bedroom apartments, with unit sizes ranging from roughly 800 to 1,500 square feet.

The plan includes 90 parking spaces — about 1.4 spaces per unit — and would be accessed via an existing driveway on Scott Swamp Road, about 415 feet east of the intersection with Route 6.

If the project secures low-income housing tax-credit financing, about 20% of units would rent at market rates, while the remaining units would be reserved for households earning between 30% and 80% of the area median income, according to the application.

The proposed Scott Swamp Road Opportunity Zone would allow multifamily dwellings by right on the property.

According to the application, this site-specific approach has been used successfully by Metro Realty for its multifamily developments at 80 South Road and 1600 New Britain Ave. in Farmington.

The project also requires approval from the Farmington Conservation and Inland Wetlands Commission due to wetlands on the property.

Construction is expected to be completed in 2028.

Metro Realty owns and manages more than 30 properties, including multifamily, medical office, industrial and traditional office space, according to its website.
