Metro Realty Group has filed an application with the Farmington Town Plan and Zoning Commission seeking approval for a 64-unit multifamily residential development on a 5.14-acre wooded site at 8207 Executive Drive.
The commission is set to accept the application at its next meeting Monday night, with a public hearing date recommended for Oct. 6.
The proposed community would include three buildings with 24 one-bedroom apartments, 38 two-bedroom units and two three-bedroom apartments, according to documents submitted to the town.
The development would provide 100 parking spaces and qualify as "assisted housing" under Connecticut’s 8-30g statute.
FCP-One LLC, an affiliate of Metro Realty Group, owns the currently undeveloped property located at the corner of Executive Drive and Corporate Avenue.
The site sits in an industrial area surrounded by commercial and office buildings, including a Connecticut Water Co. warehouse, the Farmington Sports Arena and Metro Realty's own offices at 6 Executive Drive.
The project requires three approvals: a zoning regulation amendment creating a new "Executive Drive Opportunity Zone," a zoning map change for the property and site plan approval. The site is currently zoned industrial, which allows mixed-use developments through special permits.
Attorney Andrea L. Gomes, of Hinckley Allen, representing the applicant, said the development will receive financing from the Connecticut Housing Finance Authority or the state Department of Housing, along with potential low-income housing tax credits.
"The proposed community will address Farmington's need for this type of affordable housing," Gomes wrote in the application letter.
Under the financing structure, roughly 20% of units would rent at market rates, while the remaining apartments would be reserved for households earning between 30% and 80% of the area median income.
Unit sizes will range from 800 to 930 square feet for one-bedroom apartments; 1,070 to 1,280 square feet for two-bedroom units; and 1,500 square feet for three-bedroom apartments.
Amenities will include an indoor clubroom, study areas, outdoor lawn space, and in-unit washers and dryers.
The development team includes civil engineer Thomas J. Daly of SLR International Corp., traffic engineer Mark Vertucci of Fuss & O'Neill, and architect James Stephenson of Niles Bolton Associates.
The site contains wetlands on its southern portion and lies within an aquifer protection area.
A stormwater management system will include catch basins, retention storage and a hydrodynamic separator to meet state environmental requirements. The development will connect to existing water and sewer lines in Executive Drive.
Metro Realty Group previously developed affordable housing projects in Farmington at 80 South Road and 1690 New Britain Ave., using similar site-specific zoning approaches.
