Manufacturer postpones quest for $17.3M Windsor facility

An Enfield-based manufacturer of building facades has postponed its application to build a $17.3 million manufacturing facility in Windsor while it reassess the projected cost, town officials said.

Fabbrica LLC, which has 100 employees at administrative offices in Enfield and a manufacturing facility at 25 and 35 International Dr. in Windsor, plans to expand and consolidate its locations under one roof, according to Jim Burke, Windsor’s economic development director.

The company is considering several options for expansion: Lease or purchase 26 acres at 11 Goodwin Dr. in Windsor to build 189,000 square feet of manufacturing space; lease a larger space in Enfield or Westfield, Mass.; or retain 25 International Dr. and lease additional space in Montreal, Canada.

The town’s Economic Development Commission in July approved awarding the company a $634,951 tax abatement over four years, but Burke says final approval stands with the Windsor’s nine-member town council.

However, Fabbrica has suspended its application for a 140-employee manufacturing hub as costs for the $17.3 million project are larger than expected, Burke said.

Fabbrica could not be reached for comment.

Under the original proposal, the company said it would invest $14 million in a new building, $3 million in manufacturing equipment and $300,000 in office equipment.

Fabbrica said the facility  would create 140 full-time jobs in Windsor over five years, with 40 positions moving from Enfield in year one. Its payroll for year one was estimated at $7.5 million and would more than double to $15.6 million by year five.

According to its proposed timeline, the company planned to begin construction by year-end and start operations on Goodwin Drive by third quarter 2019.

Burke is hopeful Fabbrica will expand its Windsor presence, but plans remain uncertain as the town and the company last discussed the proposal in early August.

Founded in 2015, Fabbrica designs, engineers, manufactures and installs curtain wall systems and building interiors. It established offices in Enfield in 2016 and expanded into 35 International Dr. in 2017.

Fabbrica also has leased warehouse space in Windsor Locks and outdoor storage space in New Haven.

The company has signed contracts for building projects in Boston, New York and Washington, D.C., according to its application.
