Gov. Dannel P. Malloy is set to deliver his final State of the State address to Connecticut as the legislative session gets underway today.
In his fiscal 2019 revised $20.7 billion spending plan, which Malloy released earlier this week, spending growth would be limited to 0.3 percent, though many programs would face cutbacks compared to the 2018-19 budget adopted last October.
Malloy is proposing several changes to business taxes and tax credit programs, as well as spending $100 million to continue rehabilitating Hartford’s XL Center. The facility, which is expected to go on the sales block soon, was targeted in October for only $40 million.
Malloy also wants to invest $16 million to construct parking to support redevelopment around Hartford’s Bushnell Center for Performing Arts.
The address is being delivered at the state Capitol’s Hall of the House of Representatives.
