Malloy orders regulation review, procedural changes

Gov. Dannel P. Malloy has issued an executive order directing state agencies to account for anticipated economic impacts when writing regulations.

The order also says agencies must clearly define policy goals and be able to state how proposed regulations achieve those goals. The order also calls for writing regulations in clear language.

The state is taking public input on regulations that are more than four years old, seeking to eliminate rules that are “obsolete, duplicative, excessively burdensome or otherwise ineffective or unnecessary.”

Comments can be submitted to governor.regulations@ct.gov or through an online form that can be found here.

State officials will also host forums to take input.

Malloy said in a statement that the order builds on previous efforts to quicken permit processing as well as to be more transparent. Malloy ordered agencies in July to post all regulations online.
