Malloy $103M cuts appear to balance budget

Connecticut comptroller Kevin Lembo said Thursday that Gov. Dannel P. Malloy’s $102.8 million in budget rescissions appeared to have balanced the state’s fiscal 2016 budget, although Lembo warned the cuts may have been premature.

Lembo said the projections by Malloy’s Office of Policy & Management appear to be on target for a balanced budget come June 30, but Lembo said because it is so early in the fiscal year, Malloy should have waited to make his cuts until the state reaches its non-partisan consensus revenue forecast in November.

Nearly all of Malloy’s cuts came from executive branch agencies, including the Department of Social Services, the Department of Mental Health and Addiction Services, and the Department of Developmental Services that will see rescissions of $64 million, $8.4 million and $7.6 million, respectively.

Lembo’s announcement on Thursday came after the news that Connecticut’s state government finished fiscal 2015 in deficit, coming in $113.2 million in the red.
