Middletown-based Liberty Bank appointed Chandler J. Howard president and CEO. He will replace Paul McConnell, who has been with the bank since 1997 and is set to retire. Howard, currently the president and CEO of First City Fund Corp. in New Haven, is expected to begin his new role in September. Previously, Chandler was a senior executive with Bank of America in Connecticut and president and CEO of Connecticut Innovations. Howard’s banking career spans 33 years, beginning as a teller at People’s United Bank. He has served as chairman of the boards of the Urban League of Greater Hartford, Charter Oak State College, and the Greater Hartford YMCA.
