The state General Assembly’s Labor and Public Employees Committee on Tuesday raised and/or drafted several bills, including one proposed by Comptroller Sean Scanlon.
Scanlon’s bill would allow the comptroller’s office to freeze payments to state contractors who are under investigation for wage violations by the state Department of Labor (DOL).
During a news conference on Monday, Scanlon said the bill would provide the state with another tool to enforce wage and labor laws.
Scanlon’s bill is on a list of three concepts to be raised by the committee, which will also consider a bill regarding transportation network companies and third-party delivery companies, and a bill regarding binding arbitration for teachers.
The committee also discussed proposed bills to be drafted, including Senate Bill 831, which addresses advance notice for employee work schedules; SB 829, that addresses pre- and post-shift hours, and SB 830, regarding workplace safety.
The employee work schedule and pre- and post-shift hours bills have been raised in past years and were opposed by various industry groups.
