Hartford seeks to transform blighted Albany Avenue site into 40 apartments with retail

A family company that has rehabbed multiple properties along Hartford’s Albany Avenue has been picked by city officials to take on redevelopment of a half-acre site hosting two vacant and dilapidated buildings.

Mayor Luke Bronin’s administration is proposing a long-term lease of the four parcels that make up the property –270, 292 and 298 Albany Ave. and 10 Green St. — to Bloomfield-based Andaleeb Enterprises LLC for a mixed-use development.  

The Andaleeb family has already rehabbed several mixed-use buildings along Albany Avenue, setting aside portions for affordable housing. The family also owns four Boost Mobile stores in the city, as well as multiple stores beyond.

Amber “Ace” Andaleeb, agent for the Andaleeb Enterprises, said he is excited by the city’s efforts to follow up on a recent multimillion-dollar upgrade of the Albany Avenue streetscape.

“I am excited,” Andaleeb said. “The city is absolutely focused on it.”

The city issued a request for proposals for redevelopment of the half-acre Albany Avenue site in late 2021.

Andaleeb, whose company was picked as preferred developer, said his team proposed rehabbing one of the existing buildings and demolishing the other to make way for a new mixed-use building. Altogether, the development will provide 40 residential units and three or four retail spaces, he said.

According to the city, the $10.8-million project will result in eight residential units and 1,200 square feet of ground-floor commercial space in an existing building at 270 Albany Ave., along with a new, four-story building with 32 units and 1,800 square feet of ground-floor commercial space. The effort will be funded through a commercial loan, state affordable housing loan, historic tax credits, a federal affordable housing tax credit and Connecticut Department of Housing funds, according to a city summary.

Bronin is requesting the City Council approve the land lease of 49 years, with a possible 49-year extension, along with other terms of the development.
