A low voter turnout on Monday led to the election of Hartford Democrat Julio A. Concepcion to serve the remainder of embattled former Rep. Angel Arce’s term in the state House of Representatives.
Concepcion will serve the remaining seven months on the seat left by Arce, who resigned in April following a text message scandal where he was caught contacting a teenage girl.
Concepcion is currently Hartford’s city council majority leader. He said he will resign from the council on Thursday, ahead of his 4th District swearing-in ceremony on Friday.
The 35-year-old said he plans to seek re-election in November for the district that covers Hartford’s downtown and South End.
Roughly 6 percent of eligible voters participated in Monday’s special election where Concepcion received 464 votes and Democrat Jessica Inacio, a petitioning candidate, received 206 votes, according to unofficial results.
Hartford officials said the special election was expected to cost the city almost $50,000.
Concepcion is currently the vice president of Hartford partnerships at MetroHartford Alliance. He also served as assistant to former Hartford Mayor Eddie Perez from 2005 to 2007, according to his LinkedIn page.
Concepcion earned a bachelor’s degree in political science from the University of Connecticut in 2004.
