Guay to direct CT contracting board

Gov. Dannel Malloy has started to staff a state contracting board more than three years after its creation by his predecessor, M. Jodi Rell.

Malloy announced Monday that he has appointed David Guay as executive director of the State Contracting Standards Board, an independent executive branch agency charged with ensuring the effectiveness and integrity of state contracts and procurement. The contracting board is chaired by Rocky Hill attorney Claudia Baio.

Over the past two years, Guay helped establish the Office of Governmental Accountability, which was charged with overseeing support services for nine state agencies, including the autonomous Freedom of Information Commission, Ethics Commission and Elections Enforcement division.

Guay butted heads with the agencies — whose leaders bristled at oversight of their independent functions — and with his own OGA Commission, according to reporting by the CT Mirror.

Guay starts work Oct. 18.
