Two separate applications to convert vacant or underused Greenwich office buildings into apartments moved forward Tuesday night, as the town’s Planning and Zoning Commission heard the proposals.
Greenwich-based developer Fareri Associates is seeking a final site plan and special permit to convert a three-story, 73,851-square-foot office building at 1 East Weaver St., into 44 residential units, according to the application.Â
The final site plan for the 3.22-acre property calls for 22 one-bedroom units, 20 two-bedroom units and two three-bedroom units.
Meantime, Greenwich Park LLC — which is also controlled by Fareri Associates, according to state business records — is seeking approval for a final site plan and special permit to add 42,011 square feet to an existing office building at 18 Valley Drive, bringing it from three to four levels, and converting it to a 87,078-square-foot multifamily residential building.
The project would include 70 parking spaces on the building’s lower level and eight outdoor spaces. Five apartments would be designated as moderate-income units under the town’s zoning regulations.
The application states that the office building has been vacant for 3.5 years and needs to be renovated.
The proposals reflect a broader trend of office buildings being converted to other uses in Lower Fairfield County.
More than 1.8 million square feet of office space in Stamford, Norwalk, Greenwich and Westport has been removed from the market since mid-2024 because of planned adaptive reuse projects, according to a July report from commercial real estate brokerage Choyce Peterson. Greenwich’s office availability rate rose from 13.7% at midyear 2025 to 20.2% at midyear 2026, the report found.
