Governor touts success of LeanCT

Governor Dannel P. Malloy is touting the fact over 40 state agencies have become more cost-effective and efficient in the past year thanks to a program he initiated in 2013. Among its successes are reducing call wait times and expediting approval processes.

“State government is about 1,000 positions smaller than when we took office. As that’s happening, our workforce is becoming more efficient with important management techniques. And all of this is an effort to change the way government works,” Malloy said in a statement.

Lean initiatives were also adopted in state agencies under Gov. M. Jodi Rell.

Malloy cites the following as examples of the program’s success:

  • The Department of Developmental Services’ Eligibility Unit has improved response time and service to people seeking eligibility determination. The unit’s weekly call volume was reduced by 74 percent and the percentage of complete application packets received was increased to 78 percent through Lean.
  • The Department of Energy and Environmental Protection reduced, from 60 days to 10 days (83 percent), the average time to complete wastewater discharge inspection reports, providing the opportunity for faster compliance.
  • Veterans receiving services from the community re-entry program are being served 74 percent faster on average, due to a Lean effort involving the state departments of Labor and Social Services.
  • State employees procure information technology “contractual purchases” 67 percent faster on average, due to a partnership between the Department of Administrative Services and the Office of Policy and Management (OPM).

The program, LeanCT, is part of the Office of Policy and Management. It is responsible for the daily management and coordination of Connecticut’s statewide process improvement initiative.
