Town officials in Glastonbury this week are scheduled to review a developer’s wetlands permit application tied to a proposed 157-unit housing development on the Gutt Farm property.
J-RAC Development LLC is seeking an inland wetlands and watercourses permit for a 39-acre planned development spanning 155 Addison Road, 25 and 45 Mill St., and Lot W-4 Mill St., according to Thursday’s Conservation Commission/Inland Wetlands and Watercourses Agency agenda.
The latest proposal calls for 100 units in 50 duplex buildings and 57 townhomes, with primary access from Eastern Boulevard and an emergency-only connection to Mill Street. Plans also include a walking trail and pedestrian/bike access to Addison Road.

According to the application, the project would directly impact about 0.11 acres of wetlands and involve activity within roughly 9.7 acres of upland review area. The developer proposes wetlands restoration and enhancement work, along with a permanent conservation easement.
J-RAC, controlled by Devin Tuohey and Ryan Urgo, has previously pitched multiple versions of the redevelopment, including 128-, 141- and 157-unit concepts, drawing neighborhood concerns over traffic, density and preservation of the historic farm site.
Attorneys Meghan Hope and Andrea Gomes are listed as representing the applicant, along with engineer Tom Daly and wetlands scientist Matthew Sanford.
