A developer is planning a gas station, car wash and convenience store along with an electric vehicle showroom and service station on an undeveloped site at 751 Russell Road, Newington.
The application, submitted to the town Sept. 14 by Kevin Solli and Solli Engineering, calls for development of the nearly 9-acre site in the Business-Berlin Turnpike Zoning District.
The gas station will have 12 stations for fueling and eight for electric vehicle charging, along with a car wash.
The proposed 8,400-square-foot convenience store will also feature an ice cream shop, fast food restaurant, drive-thru window and outdoor seating area.
A 23,500-square-foot electric vehicle showroom and service center is also proposed for the site.

Property owner Noble Energy Real Estate Holdings LLC “has identified a market need for the combined uses proposed on the property,” the application reads.
“While there are similar uses within the town and along the Berlin Turnpike, there is no existing location which provides all the services proposed in one convenient development program.”
The developer said the complex will offer “the opportunity for drivers to evaluate alternative automobile options.”
According to the applicant, the Planning and Zoning Commission in 2007 approved a larger scale commercial development plan for the property as the “Shoppes at Cedar Street,” which included a gas station and convenience store, bank, retail and restaurant sites, and a 100-room hotel, the applicant said.
“The current proposed development program is of a smaller scale than that which was previously approved,” the application reads.
The proposed development would be located in the B-BT district, “which is a developed commercial corridor consisting of a variety of retail, restaurant, office and service-related uses… and the uses proposed as part of this development are complementary to the surrounding use along the Berlin Turnpike corridor.”
The Planning and Zoning Commission will hold a public hearing on the application at its Oct. 26 meeting.
