E. Windsor facility to pay $23K EPA fine

An East Windsor facility owned by Northeast Lamp Recycling has agreed to pay a $23,000 fine to settle claims that it violated toxic substances laws, the federal Environmental Protection Agency announced.

EPA alleged that the facility had stored light ballasts containing carcinogenic polychlorinated biphenyls, or PCBs, in excess of amounts allowed under the Toxic Substances Control Act.

Some of the ballasts also didn’t have required out-of-service dates and the facility lacked secondary containment. The agency said Northeast Lamp has since taken steps to comply with regulations.
