A developer plans to appeal zoning officials’ requirement that all 34 units in a proposed Stratford apartment development, at 2152 Barnum Ave., be designated as affordable housing.
Gus Curcio, of Stratford, doing business as Now Entity Inc., proposed constructing a four-story, 34-unit building that would have 11 units of affordable housing, per the state’s 8-30g affordable housing statute. Six of the units will be rented to tenants who make 80% or less of the state’s median income, while five will go to tenants who earn 60% or less, according to an application filed with the town.
The building will contain 21 one-bedroom units and 13 two-bedroom units.
A 5,100-square-foot, one-story building that previously housed Mangoz Bar & Lounge will be demolished to make way for the apartment building.
On Wednesday, the Zoning Commission unanimously approved the plan with 13 conditions, including that all the units be designated as affordable housing.
“We’re going to appeal,” Curcio told the Hartford Business Journal. “There’s no money to make. It’s a bad approval.”
He said he also takes exception with another condition that requires 34 parking spaces, not the 26 proposed, and another that requires the proposal to go before the town’s architectural review board.
Curcio bought the 0.26-acre property in 2015, according to property records.
"The conditions were based on the testimony that was provided at July 09 Zoning Commission’s public hearing," Planning and Zoning Administrator Susmitha Attota told the Hartford Business Journal. "The applicant is allowed to appeal the conditions and the Zoning Commission would revisit those when appealed."
