A Rhode Island developer has cleared another hurdle for a commercial plaza it plans to build in Bloomfield, while announcing its first tenant.
The Town Plan and Zoning Commission unanimously approved two freestanding signs for the proposed retail development at 529 Cottage Grove Road at its Sept. 25 meeting.
Also, an engineer for the developer — James Cassidy of Hallisey, Pearson & Cassidy Engineering Associates Inc. in Cromwell — told commissioners the plaza has secured a tenant for the western portion of the building, Sherwin-Williams Paint.
The developer, Estero Holding Company LLC, still needs to obtain building permits before construction can begin.
Estero received initial site plan approval in July for the project, which includes a 15,539-square-foot retail building. The one-story structure will have five tenant spaces, ranging from 4,000 square feet to 2,000 square feet.

The approved signage includes two monument-style signs, each standing 9 feet, 6 inches tall — well under the town's 20-foot height limit.
The signs will be constructed with stone materials matching the building's exterior and will include directional language to help guide customers to the site's two access points.
The commission approved the signs with conditions requiring the developer to submit lighting specifications and provide dimming capabilities to minimize impacts on nearby residential properties.
The roughly 8-acre property, owned by the University of Hartford, sits along Route 218 near a railroad crossing, between a shopping plaza anchored by Lowe's Home Improvement to the east and Corporate Crossing office park to the west.
