A developer wants to rezone an 11.6-acre property on Plainville Avenue in Farmington to make way for an 18-unit active adult community.
The Farmington Town Plan and Zoning Commission on Monday accepted JBS Developers LLC’s application to rezone 598 Plainville Ave. from R-40 residential to the town’s Active Adult Housing zone. The application also seeks a special permit and site plan approval for the project.
The commission scheduled a public hearing for Oct. 26.
The property is owned by John Senese, owner of Farmington-based Calco Construction. State business records list Briana and Joshua Senese as principals of JBS Developers.
The property now holds a single-family house and several accessory buildings. The site is bordered by town open space to the west and south, and zoning maps included with the plans show an existing Active Adult Housing zone just to the south.
Plans by Plantsville-based Cole Civil + Survey show 18 homes along a new private road off Plainville Avenue, also known as Route 177. Each home would have a two-car garage and driveway. A homeowners association would maintain the road, and the homes would connect to public water and sewer.
About 4.1 acres on the western end of the property, which includes wetlands, would be deeded to the town as open space.
The proposal has been in the works for more than a year and a half. The first set of plans is dated Jan. 22, 2025, and has been revised five times in response to town staff comments, most recently on Sept. 12.
The application comes as the Plainville Avenue corridor sees other residential growth. At the same meeting, the commission approved a 46-lot subdivision completing Farmington West Estates, located on Snowberry Lane between Plainville Avenue and Secretariat Court.
