🔒Developer plans to build 11 apartments within expanded historic building in Norwalk 

A developer plans to expand a 2.5-story historic building in Norwalk to make way for 11 apartments, according to plans filed with the city. Bradford Craighead, of South Salem, New York, doing business as BPC Capital Management VI LLC, proposes to expand and renovate the Levi Clark House, at 7 Park St. He wants to build three units in both the “Annex” and “Carriage” areas, four units in a “Stables” area and an apartment in the Levi Clark house. One unit would be deemed workforce housing for people who make less than 80% of the state’s median income, under the city’s workforce housing regulations. The project would enlarge the original 8,525-square-foot building by 42% to 12,085 square feet and make it three stories tall, the application shows. The new building would have four one-bedroom units, six two-bedroom units and one three-bedroom unit. “The proposed development represents a significant improvement to the current state of the property, ensures the preservation and restoration of an important historic building, will provide much needed multifamily housing to the Park Street and East Avenue neighborhood, and is in scale with the neighboring development at 3 Park Street and the Norwalk Green area generally,” the application states. The historic building had been the primary residence of the late Levi Clark, a silversmith, jeweler and watch repairer. Craighead bought the building, which was built in 1837, for $980,000 in 2022, according to property records. It was appraised at $945,080 and assessed at $661,560 in 2023. In early June, another developer, Norwalk-based Workforce Partners, got approval to add 17 apartments to a 36-unit apartment complex on Flax Hill Road that included a historic structure.
