A developer is seeking approval to build a 27-unit townhouse community on a vacant 2.3-acre parcel in Hartford’s Northeast neighborhood, at 91 Naugatuck St.
The proposal, filed with the city’s Planning and Zoning Commission in September, calls for the construction of six buildings consisting of 27 single-family, row house-style homes, each on its own parcel. The plan is designed to create additional homeownership opportunities in the city, according to the application.
The project was submitted by Toraal Development LLC of Hartford. Freeman Companies, also based in Hartford, is listed as the engineering and design consultant.
Toraal, led by Albert Gary, is the developer behind the city’s Brackett Knoll development, which has already given rise to townhomes in the city’s North End.
The Naugatuck Street property, which lies within a mixed-use zoning district and the Northeast Neighborhood Revitalization Zone, is currently undeveloped. It contains several large trees and remnants of former athletic courts and a paved driveway, which would be removed to make way for construction, according to city documents.
Each townhouse lot would measure about 2,370 square feet. No new public streets are proposed as part of the layout, and infrastructure improvements would be included in the overall site plan.
The application remains under review by city planners, and a public hearing date has been scheduled for Nov. 12.
If approved, the project would represent one of the larger recent infill housing efforts in Hartford, where officials have sought to expand homeownership opportunities and redevelop vacant or underused land.
