Developer hopes to relaunch long-stalled Waterbury duplex development

A developer is hoping to relaunch a duplex development that stalled in Waterbury more than a decade ago.

Waterbury-based businessman Edward Bushka completed 12 of 33 duplex-style buildings approved for Highland Hills, in the Platts Mills section of southern Waterbury before work came to a halt around 15 years ago, according to city staff.

Now, Bushka has approached city planning officials seeking a special exception to complete the 21 additional duplexes – adding 42 dwelling units – that had been initially approved, according to Robert Nerney, Waterbury’s city planner.

Bushka needs the exception because zoning rules have changed in the intervening years, Nerney said Friday.

Bushka’s request had been slated for a public hearing Wednesday before Waterbury’s City Plan Commission, but that was continued to August on the request of the applicant to address questions posed by city staff, Nerney said.

Attempts to reach Bushka were not immediately successful.
