A South Windsor developer is asking Manchester planning officials to consider a multifamily residential complex on Hillstown Road that could bring more than 60 apartments to a three-parcel site straddling the Manchester-East Hartford town line.
Trivik Builders LLC, whose president is Hari Kuppuraj, appeared before the Manchester Planning and Zoning Commission on Tuesday night for a pre-application review of the proposal, which would require a zone change and an amendment to the town’s zoning regulations before a formal application could proceed.
The project targets three adjacent parcels — 916, 918R and 921 Hillstown Road — totaling roughly 11.6 acres on the Manchester side. A portion of the development would fall in East Hartford.
A November 2025 feasibility study by Rocky Hill-based engineering firm ZUVIC Inc. concluded that five, two-story apartment buildings containing a combined 110 bedrooms could be accommodated on the Manchester lots, depending on the mix of one- and two-bedroom apartments — more than enough to support the developer’s target of at least 60 units.
Because the site lacks access to public sewer and water, the project would rely on on-site septic systems and a shared community well. ZUVIC principal civil engineer Galen Semprebon wrote that septic capacity is the primary constraint on the number of units, with state public health code limiting each individual system to no more than 7,500 gallons per day — the equivalent of 50 bedrooms.
Under that framework, the two larger parcels, at 4.2 and 6.15 acres, could each support two buildings with 50 bedrooms apiece. The smallest parcel, at 1.25 acres, could support a single 10-bedroom building.
The pre-application review process is non-binding on both the applicant and the commission. The developer may submit a formal application in the future.
