CT trucking cos. owe $73K in fees

Due to a previous calculation error by state contractor Xerox, 200 Connecticut trucking companies will soon receive bills totaling $73,000 for fees related to a commercial vehicle registration program that assesses miles driven.

There were similar errors in a dozen other states, according to the state Department of Motor Vehicles. The fees are owed under the so-called International Registration Plan system.

The DMV emphasized that the error was not associated with its recent computer modernization project, which led to long wait times and the eventual resignation of Commissioner Andres Ayala Jr.

The problem stems from a formula error used by Xerox State & Local Solutions. A Xerox spokesman, Carl Langsenkamp, said that his company recognized the billing error and contacted the affected clients.

“We have since corrected our system and have offered to mail revised invoices and provide collection services on their behalf at no cost,” Langsenkamp said.

About 10 percent of the total trucking companies statewide participating in the IRP program are affected. The billing error occurred over a six-year period beginning in 2008.

IRP is a federally encouraged program to facilitate commercial vehicle registration and operation among states and Canadian provinces. IRP member jurisdictions collect registration fees from their ‘home based’ interstate trucking companies on behalf of each member jurisdiction in which the companies operate and must register. The fees collected are distributed to the respective states owed money.

The letter going to Connecticut companies will ask that the payment be made within 30 days.
