CT Senate unanimously passes energy bill

The state Senate on Monday unanimously passed a reworked version of the comprehensive energy bill establishing a new state agency to lower electricity rates and invest in clean technology.

The state House of Representatives will likely take up the bill Tuesday or Wednesday before the legislative session ends. Gov. Dannel Malloy is likely to sign the bill into law if the General Assembly passes it, as much of the bill originated from the governor’s office.

Among its many provisions, the energy bill creates replaces the Department of Environmental Protection and the Department of Public Utility Control with a new Department of Energy and Environmental Protection, tasked with lowering energy costs and developing a long-term Connecticut energy policy.

The legislation also creates the Clean Energy Finance & Investment Authority to leverage private capital for clean energy projects.

The bill also creates a study of the pricing model used by regional grid administrator ISO New England, and its impact on Connecticut ratepayers.
